gmail avatars not showing up for all contacts

I have some pictures that show up for my contacts and some that don't. They do all however show up on Google talk.

How can I sync them so they show up in my contacts just like the others? I've tried re-syncing my contacts but that didn't work.

edit:

Just checked gmail on desktop and checked the people that aren't showing up and their profiles. It doesn't show their picture their either. The people that do show up have an option for "their picture" in the profile. How do you get this option for the ones that don't show up?
