GMS (Google Mobile Services) is the core app package that Google requires OEM's to bundle on their Android phones. These include things like Gmail, YouTube, the Play Store and Google Maps. According to an email sent to all GMS partners, as of December 1st, Hangouts will no longer be required. In its place, Google is adding Duo, but not Allo, to the GMS pool.
This, of course, doesn't mean OEM's cannot install Hangouts. But why would they, when they want us to use their own proprietary apps?

I thought Hangouts was being moved to a business app?

That's the game plan but allo isn't the answer for consumers.

I dunno, Allo isn't that bad. I haven't had any issues with it. The only downside for me is theres no desktop version like there is for Hangouts. My wife and I use hangouts because we're in front of desktops most the day at work so its easier than trying to use a phone.

I think it's dumb. I don't need these stupid bots in my chat.
