GPS Indicator in Status Bar

When I am seeing the GPS satellite icon up in the status bar, does that mean something (app or service) is actually using the GPS for something and therefore draining my battery? Should it only appear when it's being used?

Yes to both. Unlike wifi (which is constantly drawing power), GPS only draws power when an application requests a fix from the chip (or, in the case of the Droid, when you see it blinking in the status bar).
