Help syncing Google Contacts

Not sure who to blame here, Verizon or ...?
But my contacts are not syncing over the air.

Is there a manually way?
 
Are they backed up with Google? If so you can go to your gmail account on the computer, click where it says gmail in red at the top left and select contacts. Then export them.

Also on your phone go to settings and make sure Google is set to sync.

Yes I have exported from Google a csv file and a Vcard.
Just not sure where to copy that file onto to the internal memory of the phone -and then from there not sure where to go on the phone to import.

I noticed on my phone under Accounts and Google - Calendar, google photos, google +, and others have all been syncing recently. But that the last sync for contacts says November (2012).
I had called verizon back then and was told there was a regional issue and to give it a few days. Since my contacts were there I thought nothing of it, until recently when I added a new contact on line and it did not show up on my phone.
