Help with adding bookmarks

How do I place PHONE bookmarks on my screen? I figured out how to get to the point where you can choose which ones you want but the options the phone seems to give me are my Chrome desktops bookmarks and some crappy pre programed "local" bookmarks. I don't know why there's no simple drag and drop on ICS.
