How do you leave a app comment in the Droid Market?

I'm embarrassed to ask such a silly question and I'm sure the answer is very simple but I've searched online and on the app pages and can't figure out how to leave comments on apps. I know it is possible because I can read what others wrote for different apps.

After you install an application you give it a star rating and then you have the option to leave a comment

So does that mean if the app really sucks and perhaps freezes up your Droid, and all you can think about is getting it the heck off your phone, and you immediately uninstall it, you lose the chance to comment on it? Kinda skews the results, doesn't it?
