How does a user know what all the permissions mean

Is there a way or source where users can find out exactly what the user permission requests are that we are asked to grant some of these apps? In light of recent news about a malicious app that has been found. It keeps coming up that users can read the permissions that an app needs before accepting the app. The problem is I have no way to be sure if the permission request are absolutely necessary or not. Some are self explanatory such as Network communication means full internet access and your location means something to do with the GPS. The other ones that are fuzzy are permissions like Phone calls- read phone state and identity? What exactly does that mean?
