How to Block Apps/Websites

Is there away to block websites and apps from being installed on a Android phone? I wanted to give the DROID to a friend and he was gona give it to his older son and wanted to block like Facebook on both the web and the app from being used.:icon_evil: I figured it could be done but wanted to check

You can put a password to access the FB application using App Protector. Not sure about the website.
