Now that you have your shiny new Galaxy S4 you probably want to root it right?! You will need to enable USB debugging before you do that. So obviously you will need to head into developer options and turn that feature on right?! So now you notice there is no developer options. What in the world do you do now.
With Jelly Bean comes a hidden Developer Options menu. I guess Google thinks if you can't figure out how to enable developer options you probably shouldn't be digging around in there anyhow. With the new Touchwiz you may have to dig a little to find the build number which you will press 7 times to enable dev options.
Head into settings, hit the "more" tab, then go into software information, next tap on About Device, find the build number and tap that 7 times. Congratulations you are now a developer with Developer Settings!
