How to find / activate Google Speech Bar on top of screen? (with microphone)

My nexus stopped working last week and they sent me a new one. Thank goodness because the battery usage is SOOO much better. Anyway....

There is no google speech bar at the top for commands (with the little microphone)

Anyone know where to find it to activate it?

Also, I used to have this small app that put a little bar at the bottom with Wifi on/off Bluetooth on/off Screen, etc... which made it easy to toggle on and off and that's missing too.
And I forgot how I got it on my original phone.

The buttons on the bottom were probably the power control widgets. App drawer>widgets>power control.

If you are running a stock room and want drop down toggles in the notification bar, try Widgetsoid.

For the search bar, it is a widget as well. App drawer>widgets>search bar.
