https - Data connectivity problem

I've noticed that on a number of https sites, that I receive the following when I try to connect:
Data connectivity problem
A secure connection could not be established

An example site is https://csc.ntta.org/olcsc/

This is both with Dolphin HD and the default browser.

Is there any known issue with https or why this would be happening on this site, but not other https sites?

Doesn't pull up on mine either. Interesting...
 
I noticed that particular URL goes to a redirect URL briefly. It goes from North Texas Tollway Authority: Home to https://csc.ntta.org/olcscr to https://csc.ntta.org/olcsc

I don't know if that redirect page is causing issues or not. Curiously enough, I downloaded Opera Mini and it works fine. It also works fine on the iPhone's native browser. (Which is odd since I believe both the iPhone browser and the Android browser are both based upon WebKit.)

Anyway, I'd still be interested in someone that understands the cause of the issue &/or a workaround.
