ICS enable back ground data

Hi guys I am running a rooted razr on ics. I keep getting a notification to enable background data click to enable. I click it and then it pops up like an hour later. Sometimes this prevents the market from working. I am also having trouble with tethers. I cant get any wifi tethering to work? Any fixes or advice is appreciated. thanks!

Do you by chance have a mobile data limit set on your device??? That could be your issue.. or do you use the power toggle widget?? Is the sync turned on?? Its the 2 arrows forming a circle..

no no and no. I restarted the phone and havent gotten one since so that issue maybe fixed. Still upset about wifi tethering. Should I un root and re do it? I used the ota rootkeeper and am trying to use wifi tether.
