Inconsistent functionality of onscreen zoom buttons

I am unable to get the onscreen buttons to appear consistently. They sometimes appear but most often don't!! I see this behavior in Touchdown.

For me they always appear if I scroll the page just a little. But I agree they are a bit elusive.

Mine always pop up as soon as I scroll just a little bit.

If you tap the screen once and the zoom function is available in that application or on that page, the zoom buttons will appear.

Should happen ALL the time.

I am using Touchdown and the zoom functionality does not always appear. The zoom buttons only appear in some emails - and the emails that they don't appear in are usuall the ones where they are needed the most.
