Install GPS tracking app without SIM

I want a mobile gadget that has GPS and WiFi, so I can record coords and photos on a hike in territory beyond mobile coverage, and come home and upload the track to PC. I'm looking at Samsung Galaxy Fresh (Jelly Bean).

Can I install an app (over WiFi) and do everything without a sim card?
What app? - I want to integrate with GoogleEarth on the PC?

I'm very new to all this.
