Is The Low Memory Issue Strictly with the Incredible?

I plan on buying a new phone in July 2012. Is this low memory issue an android issue, an HTC issue, or just an Incredible 1 issue? I just want to make sure I don't fall into this issue ever again because it's absolutely ridiculous.

SD Card: 8.42GB
Internal: 6.47GB
Phone Memory: 540MB out of 748MB

Low memory.....yeah....

Just the Incredible 1, and an update is already out to address the issue.

Well its funny. The issue seems to be at its worst since I downloaded the update. I went and cleared the usual things that take memory up, but the issue won't stop
