Is there a way to broadcast an announcement from Android to a windows 11 pv

Tried to get it to work with Alexa but can only get Alexa in windows 11 to broadcast to all the echos and my phone but not the reverse.

Is there a setting I am missing to allow broadcast to windows 11 from mobile Alexa?
