Is this battery issue normal?

I have always been under the impression that you should only charge your phone if its 25% or less and you must shut off your phone before you charge it. Every time i shut off my :motdroidhoriz:DROID and plug in the charger, it turns back on. Is this bad for the battery? Is this phone and battery designed to be charged while operating?
 
you shouldn't need to do that for newer batteries. you can charge your phone whenever you want, and you don't have to turn it off. i tend to just charge my phone nightly...then again being so hooked on the droid i tend to need it every night as well :)

either way, i believe the fact that it turns on when you plug in the charger is considered a bug and is going to be patched in a hotfix soon.
 
No it's not a bug, it's the way it's supposed to be. From the Droid User's Guide:
Note: Your device is always on when being charged
