Just received my Car dock for Droid X

When I sit my phone on it it Does NOT charge, however when I plug the lighter cable directly into the phone it begins to charge!!! is the dock defective or is there a setting within the phone that I need to activate?? Thanks in advance.

No other steps should be required. You've proved that the cable works so now you need to make sure that it's firmly inserted into the back of the car dock and that your Droid X is firmly seated.
