Landscape Notification Pull-down Suddenly Doesn't Work

1. Sometime over the last month the landscape notification pull down bar on my Motorola Droid stopped working. It was about the same time I downloaded the latest Dolphin Browser hd v2. Are there any known issues, such as this?

2. If I reset my Droid, will all applications be cleaned out?
