Long Press on other buttons?

As we all know, a long press on the Home button displays a pop-up of the last 6 apps running.

Why can't we utilize long press for the other buttons?
Why can't we define what the long presses do?

I have an app that defines what the camera button does. I would think the other buttons would be definable.
