Longer mms video

Ok,so iam wondering if anyone knows an actual app that can send bigger files,especially for example, downloading a video n then converting it to a smaller size but last 16 seconds?thats somethin i dnt like about this stock video thing.ill be happy with at least one minute..my old phone could last a minute but why cant razrs do..doesn't make sence.is there even an app that can allow somethin like this?

Btw,when i do convert it to the biggest size it can ONLY send,ill save it,i checked it at gallery.. but why in the world is the video i cuted dwn so blurry then the actual video?n i meen its blurryy n beyond,not even worth sending to any fanily or friends
