Menu > Settings ??? No longer there!! Help??

I am not sure what happened, but I no longer have a Settings app in my menu. Nothing even close. Tried to open my Market, but it tells me Background Data needs to be enabled. I can't do that if I don't have any settings to turn it on. No settings also means that I have no way of updating anything. How do I get my Settings tab back? I can't find it on my phone anywhere. Please help!?!?

you are probly going to have to factory reset. sometimes things get messed up after the ota update.
