Milestone on Alltel network

Some parts of MI are still Alltel, since they have yet to be switched to Verizon. They now offer the Milestone. I searched this forum for Alltel and came up with nothing.

Is it safe to assume the market will be open on this? Is this phone able to be rooted? My coworker is looking at getting one but wants to know what he is getting into before he buys.
