Mobile tethering on Razr M Developer Edition with international sim.

I have a Razr M developer edition without a Verizon account (I use for international travel). I have data plan with an international carrier which allows for mobile hotspots/tethering, but for some reason I cannot get it to work on the Razr M since it is giving me a message to activate Mobile Tethering with Verizon which I don't have an account with (hence why I bought the developer edition. Can someone help?

Don't want to root phone. It is a developer edition, does that help?
