Moonshine question

I've put this off long enough and need to root my DNA. I've rooted a Droid X and an HTC Thunderbolt before, so I'm familiar with the general process. But those were easier than what I find for the DNA too. I've read through the Moonshine instructions and have some questions. Under the prerequisites for Windows, where it says, "HTC drivers installed and working – fastboot AND adb drivers", what are these drivers and where do I find them? Do I assume that "installed and working" means installed on the computer (rather than the phone) and that they need to be open and running before executing the distiller.exe?
