Need to get past new phone set up, please HELP

I borrowed a droid 2 from a friend because i lost my X, i then wiped all data and did a factory reset. The person who owns the D2 didnt pay thier bill so VZW has the phone locked out and i cant program it to my number. So after the data reset it goes to the touch android to begin screen and i cant over the air program it. I just need to get past this step, all i need the phone for is wifi and my google voice. How do i bypass being forced to OTA program the phone?
