new here have a major issue

my phone will not connect to anything but wifi. I have done 3 or 4 resets.
when i turn the phone off the screen flashes and i see this
BP Panic Mode
Bp dumb mode
Trying to connect to usb
any clues on how to fix this?

Are you running a ROM, or stock? What version? Have you rooted, or made any major changes recently?
