New phone a dud

Ok, I have Verizon and I just recently called to get my Droid X replaced. Just got the new phone yesterday. Made my first call today and there is nothing but static. 3G disappears when I make the call and 1X never shows at all. Called Verizon and of course he had me delete all the apps on my phone via resetting to factory default. No change. Still has static. Said my phone was defective and I will have another X sent out to me. One question that arises is if these phones are "Certified Preowned" and they run through testing, then how is it they never caught the static issue? I am now without a phone for another day or two, completely without. My reason for being without a phone is not only is there static during calls, no one can hear me on their end. Every call I make they cannot hear me. I just got this phone! It had the 2.2 update. It has been restored to factory and still it doesn't work. Anyone else have this issue?
