New to the Droid os. 2 questions

I was wondering if there is a way to put the pictures on my flickr page onto my phone as a background?

And, for some reason all my weather, google, and htc clock widgit say im living in china? i have changed my location and time in settings and on my google account BUT im still in china. any ideas?
