newby with a wet phone

I've spent many hours scanning google searches and forums but have never posted my own... ever! I don't quite know why. Here I am! I am seeking counsel concerning my Razr M. Here is the down low:

It got wet. I put it in rice for a week and a half and then replaced the battery. When I plug it into the wall and attempt to turn it on it merely shows a white battery icon with a questions mark in it (this is what happened before I replaced the battery as well). When I plug it in to my computer through USB it can turn on but it doesn't charge. It shows a red question mark in the battery icon. Also, the red led to the top left of the screen flashes red when plugged into the computer.

What gives? Is something else broken? Do I need to do a "recovery" or "SBF"? One problem is that I read that the battery needs to be fully charged before doing a SBF.

Thanks for your help! I'm a newb, so please explain any acronyms (SBF for expample!)

the battery icon with a question mark means your battery is basically toast. there are ways to try and jump start it back to life, but presumably its been in this state for more than a week, its not recommended to try How to Awaken Sleeping Li-ion - Battery University
without a functioning battery or a motorolla factory programming adapter Motorola Factory Adapters there is no way to tell if there is other hardware or software damage (very likely on one or both counts). the possibility of recovering a phone after a swim and not having a hardware failure within a month or so, if not immediately, is very slim.
 
A battery requires some power on board before you can charge it. I've had a few friends run their phones to zero power. A few years ago I bought emergency 4000mah battery packs for the cars. The battery pack came with multiple tips and this cool adjustable alligator clip. The clip has adjustable multi point prongs. It will attach to most external batteries. Plug clip into power and walk away for an hour. Most times the battery is upto 50%.

Did a quick Amazon search. Couldn't find what I have. Did find something of a different design, same concept. I have no affiliation with the product or seller. I also can't comment on this products effectiveness. Also, it's possible to accomplish the task by sacrificing a USB cable if low battery power is actually your problem.
