No reply for notification text message?

So any one know why there isn't a reply in the notification drop down for text messaging ?

I believe the on going WIFI notification blocks that. When I had that removed before I would have the option to Reply, sadly I no longer do. Just a guess though, could be another factor.

It is my understanding that it should be returning with 4.3. Whose to say though?!
