Notification Bar Won't Pull Down

I just bought a Samsung Galaxy S3. Everything seems to be working fine except the notification bar won't come down. Anyone know what's going on? Thanks.

I figured it out. I just popped out the sim card and now it works. I don't have service yet as I can't activate my phone in AK. So this auto activation thing was screwing it up.
