Notification will not clear or show

I have a very annoying issue with my X where the notification shows nothing and will not erase. It is a black circle with a white plus in the middle and then a red circle with a white two in the middle. When I drag down smartbar it shows nothing and there is no clear. Other notifications will erase but the 2 symbol stays. My X is not rooted, and I have smartbar installed. Thanks for any assistance.

It appears to be an issue with smartbar itself. As soon as I uninstall it the problem is solved. Does anyone know a fix?
