Out of Space, Insufficient Memory Error

So I'm trying to install Titanium Backup and it won't work. I moved all my apps that were checkmarked green to my Phone, cleared cache of apps. Uninstalled like 10 apps, reset phone about 3 times, took of battery and then finally decided to just checkmark the apps green again so they would be moved to my SD Card and make room in the phone memory. Yet I still keep getting the error

Application Storage I have 834mb used and 3.1GB Free
Internal Storage I have 2.1GB used and 5.9GB Free
RAM, 278MB used and 443MB free

Help!!

That has never happened on my Bionic, but My OG Droid used to do that. After trying everything in the book, some 2nd level tech told me to text a pic to myself. It worked. The issue would pop up again a month or so later, and I would text a pic to myself and all clear for another month or so
