Ok may sound like a dumb question ...but I saw an app that I liked and I was wondering is this a one time fee or does that mean I have to pay that price monthly

ive seen no apps that have monthly fees yet if they do its not a monthly fee through the market the market price is one time

I'm sure it would tell you if it was monthly, but visual voicemail is the only one I know of with a monthly charge..
