PDA/modem probs

I just got a Droid 2 and have downloaded PDA on both comp/cell and did everything it said to do and I still cannot use the Droid as a modem. My droid in not rooted (w/e that is). I even downloaded a driver that PDA said to and still nothing. can anyone help? thank you

did u click usb debugging.

go to settings, app, development

Thank you for your answer and yes, the bebugging was checked. I heard that Verizon has put a block on the use of third party app's. like PDA. Maybe thats the prob?
