Phone sends picture messages twice...

At random times my phone sends picture messages twice, and sometimes the second one doesn't even send til way later and people think I'm sending things again.
Is this some kind of weird setting or is there any way I can fix it?

Go account setting options and set you messages setting options.

I tried everything .. I ended up doing factory reset
