Photo editor that allows face/license plate blackouts?

I'm looking for an app for my Droid that would allow me to add solid color oval/rectangle (i.e., hide license plate numbers). I want to post pics of customer's cars when I'm done, but I need to hide the tag number.

Anyone know of a good app for this? Thanks in advance.
