whats the best pic editing app free prefer of course but id pay if it was a good one. and i assume the apps that cost is a one time fee unless otherwise stated?

the only app that i know of that has a recurring fee is the visual voicemail from verizon.

there is a free photoshop app that is the best i have seen, though i haven't played with many of them..

I like PicSay Pro the most. They have a free version too.

The Pro has way more options I liked the free one so i bought the pro one. If you dont like it you have 24 hours to get a refund
