Pictures as wallpapers

Is there a way to make pics smaller so that you can have the whole pic as a wallpaper? Pictures i take with my camera can only have some of the picture used as wallpaper. My wifes stratosphere allows her to use the whole pic as background. There has to be a way. Any help greatly appreciated.
