You would use the application launcher pro to achieve this. It replaces your home screen and allows you to customize the dock with up to fifteen shortcuts that are scrollable.

Mine are in my signature - they're dated (I use a really vivid wallpaper now, and fission 1.2 with nextheme instead of Epic 2.5) but they pretty much look the same
