Problem sending picture messages

I can't send a text message with a pic attached. The message converts to a mms which seems normal. But when I try to send it says national coverage access not available. I'm using stock message app and have full 3g service. Anyone else having this issue?? Any advice how to fix??

I ahev the same issue amoung others. Spoke to a tier 2 tech it last night and no help after he had me put it in safe mode. I was back to where I was today.

I had to factory reset which fixed the problem
