Problem with installing ROMS

Whenever I install or try to install a new ROM, on my DX, all it does is goes to reboot and it just stays frozen on the MOTO boot screen and doesnt change. Also when I try to boot into recovery it just stays on the boot screen also

Can anyone tell me what I did wrong and how to fix this?
 
Not enough info to help you. Are you able, after a battery pull or something, to boot into your last ROM? Are you rooted? Are you using the Droid X bootstrapper from Koush? What ROM are you trying to load? Do you wipe data and cache when loading that new ROM?

I'm sure someone can help, but there's not much to go on here. Are you currently just stuck in bootloader?

Its on my brothers phone so After a battery pull it takes forever to load up. he tried getting back to old ROM but took forever and it wiped data on the back up, yes he is rooted. And i believe he forgot to use the boot strapper first! that might be the problem. Thanks for reminding of that. Im used to my INC not having to use that
