13. Open up the command prompt in Windows:
  • Click Start Menu, then in the search bar type: cmd (this will open the command prompt);
  • Type the following: cd C:/
  • Then type the following: cd root
14. The next step will unlock your bootload - this will wipe all data on your device.
  • In the command prompt, type the followingt: fastboot-windows oem unlock
15. You will receive a warning about unlocking. Use the volume keys to select an option and use the power button to confirm.

16. Your bootloader will now say: Lock State - Unlocked (near the bottom) as well as "Fastboot Status - Okay"

Why can't we do this on the Droid RAZR?

Because the Moto's bootloader is encrypted. Locked is one thing. Locked and encrypted is a whole other ballgame. You need the key to the castle and nobody has it......yet.

Yes and someone at Moto swallows the key and they have a little person inside of them who then swallows the key again, so getting to that key is next to impossible.

So all somebody has to do is figure out how to decrypt it? Probably easier said then done though of course...
