Question about bad ESN's

If I were to buy a used phone with a bad ESN, would i be able to root it and use it as a wifi only device for my son to play with?

Currently, he loves to play with my wife and I's thunderbotls, but I am worried he might break it.

I was thinking of getting a phone with a bad ESN if I am able to use it as a WIFI only device.


Is it even possible to use the phone for apps only and not have a cell plan attached?

Yea that will work fine I look to buy test phones with bad esns soon since I only have one phone on service and just use it as wifi only
