Razr HD will never turn on once it is powered off

Whenever I need to restart my RAZR it will never turn back on.
Unless I hold the power button and volume down button for ten seconds
Then promptly press power, volume up and down. This brings me to a menu
And I have to chose fast boot or factory. These options are the only was I can get
My phone to power up but they delete all of my app/music and everything. I believe
The previous owner of this phone had custom ROMs installed. I know nothing about
Rooting. Is there anyway I can get my phone to power up without having to delete everything?
Any help is greatly appreciated

I have a droid razr and for mine you need to hold down the power button until it restarts.
