Download it to your PC, extract the utility to it's own folder on your computer, and run the utility from within the folder with your phone connected via the USB cable.
Make sure USB debugging is enabled and your phone is set to "Media Device"
ROMs I can't help ya with, I have never once flashed a ROM. But there are several threads about various ROMs, or someone else can weigh in on that subject.
I'm going to go ahead and say ahead of time that I must be an idiot. Although I've never rooted a cell phone, I'm usually pretty good at following directions. I've tried to root my Razr Maxx for the last two days and I've carefully followed each step but when the program runs all I get is that it can't write files and that access is denied and it reboots a few times and I notice the same failed statements that scroll in the program. I've even tried 2 different programs that I think are for my phone. I know that i've followed each step but I must be missing something. I've even tried using different USB ports on my laptop. I've also googled to see if I can find someone with an answer but so far I've seen nothing and it hasn't messed up my phone in any way. If anyone has an idea what I'm missing I'd appreciate the help.

Ok, first of all what are you using to root your phone? What system version are you running (menu>settings>about phone)? Let's start with that info and move on from there.
Thanks for the response, and the last software I tried was the one mentioned earlier in this thread (1.82). The system version of my phone is 77.111.10xt907.Verizon.en.US and it says my android is 4.0.4. The 4.0.4 android version is what made me think this would work. I never noticed any info on the different system versions but it would make sense to why I've had so much trouble with my phone.
