razr vs. watching live stream video

Hello, still trying to figure out the RAZR. On bionic i was able to watch live stream video of news events, yesterday was a memorial service in which there was going to be live stream video for. I attempted to watch i was unable to. Two things occurred first time said i need to install silver light second thing, just s blank screen, let me add a third, red box with the words "video alarm" with s series of codes.....question....is the RAZR capable of live stream video, not meaning upload, meaning to watch second, if it is, how do i do it? Any help would be greatly appreciated.
