Razr Wi Fi Batter Usage

How is it that even with all Wi-Fi settings turned off on my Razr, the Wi-Fi battery usage still registers at 27% of battery burn rate? It's burning more than the display, more than the OS....even while "turned off". Is there something running in the background that I am unaware of??

That is bizarre as hell. I have Wifi turned on constantly because I am always in a Wifi zone and it registers at 13% when it is in full use. 27% seems really high but, your OS is a lot lower than mine if it is under 27%.
