There are a couple of apps in the market that claim to change the color of the notification bar no root required, but I am not sure if they work or not.

You can use ninjamorph to edit the color.

Those two change the whole task pull down and the back round color can't be change the text.

I am not sure then. You may need to be rooted to do those things. Or you can try to find an HTC skin with a red bar.

Yes you must be rooted to alter any system images
